NYCEPR.com is a website created and maintained by Mowery Enterprises LLC (ME) to educate the electrical industry regarding the filing of professional engineer (PE) stamped New York City (NYC) Department of Buildings (DOB) Electrical Plan Review (EPR) submissions conforming to NYC DOB electrical code rules 1 RCNY §4000-01 (Rule 4000-01). This site is independent of the NYC DOB and acts to supplement information provided on the NYC DOB website. Our firm provides filing services including the preparation of submission drawings and post-approval amendments (i.e. power systems studies) in accordance with Rule 4000-01.

 

This site also provides updates to NYC DOB filing processes and clarifications on NYC DOB EPR rulings and requirements. Lastly, our site includes references to past projects successfully filed so that contractors, consultants, and owners can contact us for past submissions on projects previously APPROVED to facilitate the addition of equipment to existing electrical services.

 

ME has been filing submission drawings to NYC (formerly Electrical Advisory Board submission drawings) since 1997. Our experience is deepest in manufacturing but spans electrical installation and design. We have worked closely with owners, design engineers, general contractors, electrical contractors, electrical distributors, and electrical equipment manufacturers to have their projects and products approved.

 

We believe in a team approach to the EPR process and have great experience bridging the ‘gray’ area of ownership and responsibility for the approval process between design engineers and electrical contractors. Whether it is assistance in the design or surveying the installed condition, we own the EPR process from start to finish. We also work with manufacturers to ensure their equipment designs meet NYC code (specifically in regard to bus densities, clearances, etc.).

Reference in this website to NYC Electrical Code will pertain to the latest approved NEC Electrical Code (currently 2008 NEC) with 2011 NYC provisions as detailed in the Local Laws of the City of New York for the Year of 2011 #39.

Electrical Code Revision & Interpretation Committee (ECRIC)

This advisory committee provides the NYC DOB with recommendations regarding the formulation of local amendments to the NEC and provides interpretations and clarifications of the Electrical Code Technical Standards in response to requests from the electrical industry for clarification or interpretation of standards. Form ED76 is included here for use to file requests.

Office of Technical Certification & Research (OTCR) (1 RCNY §101-12)

The OTCR oversees technical certifications of approved agencies and entities performing inspections, tests, material approvals and evaluates new technology that enhances safety, sustainability and efficiency.  The OTCR evaluates the use of materials including but not limited to the following:  battery energy storage systems, indoor automated parking garage systems, solid fuel ovens, and electrical equipment not currently approved by the NYCEC or NRTL listed.  The OTCR also manages special inspections.
