EPR PROCESS

Step 1: Request for quotation

All submission services and power systems studies requests for quotation are based upon the electrical plan single line diagrams and service room layout drawings. ME is able to offer any or all of the following services dependent upon your needs.

Services

  1. Site survey of existing field conditions and existing equipment
  2. Formation of EPR submission drawings including single line diagrams & room layouts
  3. Formation of EAB (Electrical Advisory Board) submission drawings with further detail to above including neutrals, grounds, bus sizing, and equipment front/side views. These drawings confirm many details that can be left open and unspecified during design; they are also appreciated by NYC electrical inspectors during installation inspection.
  4. Power system studies for the purposes of EPR submission
  5. PE review & stamp of EPR packages (note: ME prefers to work with the MEP design consultant on the project for this service but has the ability to provide the service when the consultant does not wish to participate in the effort).
  6. EPR filing services where ME acquires the job#, corresponds with the NYC DOB, submits the package, and follows up until approval is issued.
  7. Review of national equipment manufacturers’ approval drawings in compliance with NYC Code (specializing in medium voltage and complex project analysis)
  8. Assistance in code interpretation, CCD1, & Determinations filings (previously known as special permission).
  9. Site survey of as-built conditions for the purpose of post-approval amendments
  10. Expediting of any of the above services for specific time constraints

Step 2: Compilation of data

After an order is received for above, ME issues an EPR data collection worksheet within 1 week that details all information that is required in order to submit a package to the EPR (with responsibilities of each party such as the engineer, contractor, manufacturer, etc. highlighted in a unique color). The following is a list of the typical data required:

  1. Site filing address (this address should match the permit address and is used to obtain a job# from NYC DOB)
  2. Property owner name, address, contact person, phone number, and email address
  3. Asbestos abatement documentation (ACP5, ACP7, ACP21, V5 variance, or PW1/job# for projects built after 1987)
  4. Con Edison incoming data including available fault current & impedance vector, point of entrance location (specifically height above finished floor and distance from corner wall/column), number of cables, etc.
  5. Completion of cable data chart including cable sets/wires/sizes, conduit size/type, and run lengths.
  6. All equipment cuts or product data including ratings, short circuit / withstand ratings, circuit breaker / fuse catalog numbers, incoming cable location, etc.
  7. Specific application of loads per NEC article# (i.e. 517, 695, 701, 702, 708, etc.)

Step 3: Submission of EPR package

After all data above is collected, ME creates the drawings within 2-3 weeks (may vary dependent upon complexity of project as defined in the initial quotation). In parallel to creation of the drawings, the payment receipt and owner signed EPR cover sheet are obtained. 

Once drawings are complete and the customer reviews for their approval, the cover letter and drawings are submitted to the PE for review & stamp (typically obtained within 1 week). Once returned by the PE the submission is immediately submitted electronically. Upon receipt of the submission, the NYC DOB will typically respond in 1-2 weeks with status and comments. The power systems study can be filed as a post-approval amendment with any as-built changes to the single line diagram or service room layout.

Typical results of the EPR calendar include the following statuses:

APPROVED

The submission is approved and an approval number is provided to include in the permit application.

APPROVED WITH CONDITION

The submission has been reviewed and requires additional information in order to approve. Typically the condition is the submission of a selective coordination report before final inspection.

DISAPPROVED

The submission has been rejected with detail on the information to be resubmitted for further review.
