EPR REQUIREMENTS

EPR submissions by the licensed and registered PE or architect are required for review by the EPR in the following circumstances as defined in 1 RCNY §4000-01:

(1) Electrical installations: Electrical review is required where service equipment totals 1000kVA or greater, or where any new alteration or addition to an electric service installation causes the altered installation to total 1000kVA or greater, as further detailed below.

(2) Electrical equipment: Electrical review is required for electrical equipment not specifically addressed in the Electrical Code Technical Standards and any other electrical equipment not bearing the label of approval of an electrical testing laboratory acceptable to the Commissioner.

Additional Notes:

  • 1000KVA system is defined as 2,775A @ 208V or 1,202A @ 480V
  • The addition of all new and existing service disconnect frame sizes at a common point of entrance (POE) calculates the system amperage required
  • Fire pump loads are calculated based on 125% of FLA
  • No submission is required solely for fire alarm service taps.
  • No submission is required for the addition of one 2nd level overcurrent protection device rated 200A or less.

*Please note that electrical systems conforming to the above requirements are not to be installed prior to EPR approval. NYC DOB job numbers are not sufficient to begin installation.

Freedom Tower

EPR submissions require payment to the NYC DOB in the amount of $650. Payment is made at the NYC DOB Cashier’s office located at 280 Broadway, 1st Floor, NY, NY 10007. Acceptable forms of payment are money order, corporate/business check, bank check, or certified check (credit card payment not currently accepted). Upon payment, an 8.5”x11” receipt will be issued which must be scanned and submitted with the EPR package.

The EPR package must include the following items in an electronic submission to the NYC DOB:

  1. Receipt of payment
  2. Asbestos compliance document
  3. Plans (single line diagram and service equipment room layout)
  4. Statement of coordination and short circuit study
  5. Complete EPR cover sheet
